Great question! Cloudflare uses a global Anycast network to serve content from the nearest data center to the client. Normally, a user in London should be routed to a London or nearby European Cloudflare edge server.
However, a few reasons why you might see a California IP:
To verify, I’d use the CF-Ray header on your response — the suffix of that ID tells us which Cloudflare POP served your request. You can also run a traceroute to your domain to see the path your traffic is taking.
